Why? What dictates that the Colts are required to draft a QB? I know Irsay said they're going to draft and develop, but he's also a reasonable owner who listens to his talent evaluation staff. If they're saying the QB(s) left are very likely to bust and very unlikely to produce a starting NFL QB but the best player available is likely to be an elite defender for several years, I think he signs off on that.

There's no decent starter available in Round 2. Hendon Hooker is a 26 year old who can't hit the broad side of a barn, isn't as strong and fast, and is coming off an ACL tear.
