I searched about 20-30 minutes last night and couldn't find any such claim although I didn't conduct an exhaustive search.
Don't be naďve, no tax cuts benefit constituents. They only benefit donors and political contributors. This is both parties. The more I read on the internet the better I understand just how retarded people are with political affiliations.
