Fair or not (on merit), there is an emotional aspect that exists to Ring of Honors. There’s no magic number, etc that gets you in.
He left this organization on considerably different terms than his college coach Jim Harbaugh. The latter is in the Ring of Honor while the former is not and I’m completely happy with that.

Another factor is that after the Peyton years the bar for the RoH is much higher. It took 15 years for the Colts to induct Tarik Glenn in the RoH, and he was a damn good LT who pretty much locked the position down for 9 consecutive seasons.
As far as the OP question: I'm on the fence but leaning towards no. What he did on the field should probably put Luck in, but fucking over the team and retiring right before the season started was too bush league IMO. If he had done the team right and retired in the offseason then I would say he should be in the RoH.
