1) If Marvin Harrison Jr. has the route running ability of his father and the size and physicality of Calvin Johnson (which it appears he does), I don't care if he runs a 4.6, draft him.
2) If Marvin Harrison Jr. runs a 4.6, every DB in the class runs a 4.7 or slower.
If Ballard drafts Harrison Jr., or any receiver in the first round, without addressing QB or LT, he should be fired before the second round!!
