I think the reason why to utilize this IR / return designation is to use it as a hedge against future injuries.

Over the course of the season, more Colts will be injured. If there are more injuries to the DE or TE groups, the team may have to sign some street free agents to fill out the roster / practice squad.

If Ebukam or Woods are able to recover by the end of the season, they will be better than a street free agent and will already know the play book.

Of course, that is a big IF regarding the injury recovery.
