I would have more sympathy with them "just following the rules" if they would have treated the reviewable PIs with integrity, instead of just refusing to reverse them when it was a thing to the point the NFL just didn't allow them to be reviewed anymore.

Given they did that, it shows me they are more than happy to ignore directives when they want to.
