Occam's razor.

Ballard won't engage in the trades because his best case scenario is the team makes the playoffs, even if he gets fired, so he can argue that ultimately they improved and the trend was "up". Same would apply to Stiechen.

Moving the few horses he has does not help in that pursuit.
