The rest of the league. Polian did it all the time. Before the 2006 NFL draft because it was so obvious the Colts needed a RB, he did a whole bunch of interviews saying how confident he was that Dominic Rhodes could be a workhorse like Edgerrin James had been for the Colts. I don't think even Polian believed it, but he sure went out and tried to sell it.
