The Ravens are limited by the franchise tag itself. They don't have leverage in the situation. They risk losing Lamar for nothing in the not too distant future if they don't extend him or trade him. The Texans had Watson's rights until 2025 when they traded him, that gave them much more leverage in negotiations.
