Exactly. My perception was they intended to be competitive this year, which I felt was warranted because I do not believe the gap between Indy, Jax, and Tennessee is that wide.

This move indicates they're tucking it in, which is fine - but is not what I thought was the plan. I thought the sense of urgency was high for Ballard to get it right this year because it could be his last, but this does not seem like a move that prioritizes winning now.
