Could be. I can’t find it right now, but I believe there was a quote from Ballard about the team being further along than he anticipated. This could be an indication of that. If so I hope it extends to free agency this offseason as well.

This isn't about his talent, it's about his commitment. He's on double secret probation. He pops another positive, he is DONE. Two years. No one will give a thin dime to sign him. THIS IS IT.

So let him bust his ass in practice and make it to his meetings and see if he cares. Its a second chance that most people never get. Let him prove he's committed. Even if he doesnt play until next years preseason. It's a draft pick, and if he bombs out, then they did the right thing.
