From NFL.com, their ranking of Week 1 starting NFL QBs:

That.....has got to burn Irsay like nothing else. I know that he is only a "backup" but there are some pretty bad NFL QBs on that list.

I don't know that Brissett would rank any higher if he were the Week 1 starter but.....man.....

When your so far under the cap like the Colts are it's inexcusable to roll with garbage behind Luck. There are always decent backups available in the offseason, yet they continue to pick guys who seem to be good thinkers at QB instead of guys who can actually come in and do something when the need arises.

Which one of those world beaters would you have said, prior to free agency starting, is heads and shoulders better than Scott Tolzien?
It is easy to throw darts without looking it up, but seriously, which one of those guys would you have felt better about than Tolzien (who had a solid 2016 season) who was under 30? Which one?

I hate Tolzien from his 2017 performance but I think just about everyone was pretty comfortable with him prior to about a month ago.

why would irsay give a shit what NFL.com ranks tolzein? And it isn't like the dude has played enough to know how shitty he is. We just know he is some level of shitty.

We should've just kept Josh Freeman. Or we should just re-sign him, he's still a FA. He looked better than any other backup QB we've had during the Luck era. Including Hasslebeck.

Forget signing scraps, instead of burning a late round pick on someone who will get cut or be player #49 on the roster, maybe trade a late round pick for someone who is worth it at a position that would actually impact a few games. Yes, they finally did that, but they could have done that back during the draft and let the guy actually have some time to mesh with who he's going to be targeting for passes. That's not the Colts way--they have to drag it out to the last minute, then put up the smokescreen nonsense of Luck just <GASP> surprisingly isn't ready for opening day.

To answer the original question--Connor Cook or Drew Stanton would be the first two, but I doubt Arians would part with Stanton. Beyond that, I haven't followed who was cut or who is hidden on a practice squad that showed flashes.
