It's clear Ballard was primarily filling out a roster this offseason. He's going to build through the draft, so that should be our focus on judging his results.

(And yes, I agree that they should make some big signings in UFA, but that isn't the philosophy they are taking, so I won't waste time thinking about it).

I didn't mean it has to be all done next year. But there has to be
meaningful chunk done. otherwise the Colts are going to run out of time to
build a team around Luck in his prime.
