Cap spending
From an article on stampedeblue. The article breaks down the $ and % of cap spent on each position group.
"It’s worth noting that the Colts need to spend a certain amount of money to avoid being in breach of not meeting the NFL Salary Cap floor. In four year increments, starting in 2017 and going until 2020, NFL teams are required to spend at least 89% of their cap space in cash. The league is entering the third year of the four year cycle and the Colts will enter the 2019 offseason having only spent 68.4% of their salary cap." I don't think that 68% figure is correct. I thought I read something about it from Holder or Keefer, but I'm trying to find it.

I just ran the numbers on Spotrac and the Colts have spent 81.6% of their cap in 2017+2018. They obviously have to spend more in 2019-2020, but it isn't anything crazy.
