What’s likely happening is the Colts are in rebuilding mode. Which is sad because they never seemed to have actually got to winning mode under Ballard.

Gilmore’s more than 30 years old, and he’s under contract for another year. What’s the sense of keeping him around for what will likely be a lost season, only to lose him to free agency? Trade hi, get a draft pick, and use the cap space you carve out to sign a younger piece who’ll still be in his prime in 2 years.

I don't think it is a conditional pick.

From what I saw, it is for one of the Cowboy's comp picks in this year's draft.

The Cowboys received 2 fifth round comp picks this year and apparently the Colts are receiving the later of the two - Pick 176 - according to some of the Dallas beat reporters:

No conditions. Dallas was awarded 2 conditional picks in the 5th round. We get one of those.
