I like the signing. $3m a year is good for the stability he brings and up to $1.5m in "unlikely to be earned" incentives is a perfect way to reward him if he ends up being the mainstay we all think he is.
While he is not a world-beater, he allows up much better flexibility on when to draft CB in the draft (1st or 2nd round vs 3rd or 4th round).
