In a way, both are correct.
If Pittman were still on the Colts roster, the Colts would be over the cap right now.
But if the Colts
really wanted to keep him, they could have restructured one or more contracts and pushed current cap money originally earmarked for this season into the future.
Of course, some teams get into cap trouble by repeatedly restructuring and pushing money into the future. The New Orleans Saints provided a good example of what not to do.
