Taylor kept his legs straight before he went down ...... that's often very key to getting a close call on short-yardage situations, keeping your legs straight instead of letting your knees hit the ground ...... doing that will maximize the distance that you wind up getting.
The refs just made a bad spot before correcting themselves.
