I also assume that part of it is they’d rather see the Browns in the playoffs than the Colts. Having just narrowly squeaked past Indy and knowing, or thinking they know, that they can easily beat the Browns, should they meet in the playoffs.
I’m also guessing that the lack of fans has them thinking that HFA isn’t as important this year, and they feel they can win in Buffalo if necessary.
I’m also guessing that he believes they solved the offensive funk they’ve been in for the past month and his starters don’t need any more reps to be ready.
Am I right or wrong on any of this?

No way to say for certain, but my interpretation is that at least part of it is that Tomlin feels the difference between the #2 and #3 seed isn't significant enough to miss out on the opportunity for a week of rest - particularly given the fact that the Steelers bye week was screwed up this season.
