I guess that Ballard is a nerdy geek then. Because he uses some form of RAS in his evaluation process. He's mentioned often that history has shown that if players do not meet certain athletic thresholds, then their chances of being successful in the NFL are statistically not good.
It's not a tool to rank players as much as it is a tool to eliminate players.
