What does signing Kaaya mean?

I saw an article that said Ballard is going to hire a coach who would switch to a 3-4 defense and used this as an argument for it. Anyone know whay signing a practice squad QB would have to do with that?

I could be wrong but I thought they were linking Kaaya having certain traits the new coach would like to some of the people Ballard brought in for 2017. People who would easily fit into a 4-3 scheme if it was changed. New coach is going to change the defense to a 4-3 scheme. Ballard has players in place who can play in 4-3.

To answer the original question, my guess is that they think that Kaaya has more potential to be QB3 behind Luck and Brissett than Walker does. It is not costing them much to carry him into Training Camp in 2018 to see.

As for a potential transition in to a 4-3 defense with 2017 personnel:

NT = Hankins, Woods, Stewart
UT = Anderson, Ridgeway, Hunt
DE = Sheard, ??
DE = Basham, ??

SLB = Simon, Mingo
MLB = Walker, George
WLB = Bostic, ??

CB1 = Melvin, Desir
CB2 = Wilson, Moore
NCB = Hairston, Milton
FS = Hooker, Butler, Green
SS = Geathers, Farley

Pass covering MLB, play making/tackling fool WLB and pass rushing DEs are the weakness of the roster in a 4-3.

Huh? Not much of a change from our weaknesses in a 3-4! Imagine that.

Nothing.

All they are trying to say is that Ballard has been bringing people in that fit a "specific" image of what he wants to do with the team and that Kaaya might be in that image for the QB situation.

As a basis for this thought pattern, Stampede Blue did an in-depth article (located here) that tries to show that all the defensive free agents and drafted players from 2017 fit a 4-3, cover 3 zone defensive scheme (think SEA Legion of Boom) much better than a 3-4 scheme. They use this as "evidence" that Ballard has known since last year who his new head coach was going to be (pointing towards Toub IMO) and what styles of offense/defense were going to be installed. Because Ballard knew ahead of time, then if he brings in a QB before the end of the season, that QB must fit whatever system we are going to.

Looking at Kaaya's NFL.com Draft Profile, he strikes me as a "West Coast Offense" kind of guy with a quick release, rhythm type of play. Some quotes from an article on HogsHaven.com (Redskins site)

Kaayas signing is nothing more than a reflection that the front office know that Tolzien is utter garbage. Kaaba will serve as a camp arm pending the trade of Brissett or his continuation as #2 qb. Either way I figure they see Kaya as nothing more than a potential #3 qb this year.

Brissett is our starting QB and Kaaya is his backup. Luck is a headcase now and won't be back. I hope I'm wrong.
