My first impression is that Dubose was running full speed at Bullock when he caught the ball. Bullock had almost no time to react, from what I could tell.
Even if it was helmet to helmet, it almost certainly wasn’t intentional.

On the whole, the game has become completely unfair and unrealistic for defenders ...... football is an inherently violent game, and expecting defenders to go against their instincts is actually dangerous to the defenders themselves. The league is dictating that defensive players necessarily gently and cautiously take quarterbacks to the ground, and to twist and contort their bodies to somehow avoid hitting pass receivers in the head when said receivers lay out with their hands and head extended, and that is impossible to do.
